Where does Obama's repealing ban on HIV/AIDS infected fit into protecting Americans?

A 22 year U.S. ban on people who are HIV/AIDS infected has been lifted. I was under the impression a president is to put the safety of citizens first. How does this benefit Americans. Obama is pushing "health" care to be paid by tax payers (which I believe has been largely influenced by people who are either infected or live ually risky lives). Is it not logical that such people will be coming in droves to America for medical care? Not just medical care..there is no telling how much tax payers are billed for housing, food, transportation for people with HIV/AIDS. There are different strains of AIDS as well. Are our borders being opened to new or more virulent strains or mutations?
