I have a relationship problem...anyone care to offer their advice???

OK so nine months ago, me and a guy started dating. We broke things off 4 months later, a little over a month after that we got back together. Two months after that he broke up with me after we had gone really deep into the relationship (i love you's were said..and taken back) We're still really good friends but I still want him. We talk a lot and I don't think that will stop, but sometimes he'll tell me that he likes me again but then the next morning its gone, he calls it a "spark" that doesn't ignite to a flame, he says sometimes he can't help it and theres something about me he just cant get over...but he isn't ALWAYS like that...do you think he does have real feelings,but can't committ? should I stop talking to him to make moving on easier? I try not to talk to him as much...but he always calls..I really want to be with him I know I've never felt this way about anyone and I'm scared I'll never feel that way ever again! take into account that i'm 16 he's 17 junior and senior.
