How do we get our dog to listen to us?

My husband and I have a 13 week old English Mastiff puppy. We are still training him but there is one thing that is still getting on our nerves, him not listening to us. When we want him to come to us when he's getting in our way or something like that he doesn't wanna listen when we call his name. Then when he's playing with the next door neighbor's dog and we want him to come home he doesn't listen to us and we have to go over there, pick him up, and bring him home. So what do we do with our stubborn Mastiff on not listening?
