Is Vogue dance for gay men?

i was checking some clips on the www.youtube.com and i watched some vogue dance clips it was the first time to me to see this kind of dancing and i saw the most of the men were wearing skirts, in general women clothes.. does that mean they are gays and one last thing most of the dancers were black..!!
